5. FINANCIAL REPORT

Treasurer Schumacher reported as follows:

We are still working on GAAP Conversion and FS Audit.  The GAAP conversion will be complete this week, so that should allow the FS audit to be completed soon.  Remember it is State Auditors this year, so it could possibly not be until December.  I hope not, but that is a distinct possibility.

The implementation for the new State funding formula for traditional schools has been moved back until December.  They had previously announced we would begin using the new formula for traditional schools in October.  This means I would not expect CT to begin using the new formula before March.  Although, I could be wrong because our state share calculation did not change dramatically as did the traditional schools.  We will see.  We have gotten new account codes for use in the new formula, so it begins.

There is nothing out of the ordinary on the FS for September.  The JHP balance is still large, but when you calculate what is required by the negotiated agreement in order for a Premium Holiday to be used, we are still not too far off from that calculated amount.  The negotiated agreement calls for the balance to be larger than 3 months premiums and the required balance by JHP. Our premiums at this time are approximately $324,000 per month and the balance requirement by JHP is $683,451 for a total of $1,655,451.  Our balance is $1,941,441 which is $285,990 over our requirement.  Our claims seem to be getting better, but we have had some hospitalizations lately that have not been paid.

Our investment income is still being held up by our Portfolio income.  This is our portfolio statement and as you can see, we have some pretty good Marketable CD’s until the middle of 2023.  The large Money Market balance is due to the CD that came due on September 28 and had not been reinvested at statement time.  A CD at UBD Bank of Salt Lake City UT has been purchased at .8% which is up from the last CD purchase at .4%.

Questions continue to come up concerning the balance of the OSFC renovation account.  My answer continues to be – The State has not balanced this fund since 2012.  The balance on our books is $1,392,034.67. Desmond Cullimore and I had a lengthy conversation concerning this matter and he is going to speak with Matt Waserman again about this situation.

On the General Fund we are now using the FY22 Appropriations for comparison of ytd revenues and expenses.  You will notice the Open Enrollment Adjustment, Line 1.06, has a zero balance.  This is a result of the new funding formula.  We no longer have open enrollment.  We are paid per pupil on all students. Some argue that schools will lose funding because open enrollment students were not subject to state share, but Aaron Rausch assures us that schools will not lose money because of this loss in open enrollment because they will be gaining more per pupil monies in other areas such as DPIA, English Learners and SWSF.   We have collected all taxes, rollbacks and homestead exemptions for the second collection of Calendar year 2021.

We have a few Journal entries to record.  The largest being Adult Ed HEERF funds to cover loss of revenues due to the pandemic.

10. REPORT ON 2021-2022 BOARD GOALS

Mrs. Young reported as follows:

Student Excellence and Achievement

· Students continue to be recruited by local business and industry. Gorman Rupp, MTD in Willard, Newman Technologies in Mansfield, Diesel and Construction at Ohio Laborers Unions and many others have interviewed and recently hired Pioneer students. Businesses are competing for our best students which is a testament to the high achievement of students and instructors.

Educational Experiences for Success and Competitive Advantage for Students

· PCTC students in our Construction Labs have used the great weather to put the new excavator and bobcat to good use training on the equipment

· Students from Colonel Crawford, Wynford and Lucas will attend the National FFA Convention in Indianapolis in October- this is a great opportunity for our students enrolled in our Ag programs

Communication and Community Advocacy

· Pioneer hosted Parent-Teacher Conferences on October 7th and 12th. All parents received a phone call, text message and email that allowed them to sign-up for an in-person or phone conference with their children’s teachers. We are still gathering data on the attendance of parents and phone calls made, but we received responses from a large number of our parents.

Engagement and Opportunities in the Community

· Mr. Nickoli, Mr. Frye and Mr. Howe met with a local business interested in partnering with Pioneer Construction programs to train students specifically for their business. Students who complete the training and show themselves to be good workers could potentially have a job guaranteed to them on graduation.

Safe, Healthy and Functional Facilities that are Fiscally Responsible

· Continue to update our COVID procedures to meet local requirements and our Home School policies. At a recent Associate School Principal’s meeting we again reviewed and updated our policy with our associate schools

14. SUPERINTENDENT'S REPORT

Superintendent Nickoli reported as follows:

There have been significant changes to the procedures of our partner districts with regard to quarantining of students.  Please be reminded that we are following the procedures of a student’s home school rather than a uniform procedure for all Pioneer students.  While this creates a complex dynamic for our staff we feel it’s the fairest way to proceed for our students. 

Our process is proceeding as expected.  We will be meeting with OFCC officials in Columbus on November 9.  Additional information provided as requested.

As previously reported, enrollment is once again very strong this school year.  Our reductions in force are 1) the elective position that was abolished and replaced by the intervention specialist position for the 2021-2022 school year; 2) the continued combining of the Meat and Animal Science Lab which has been the case for many years; and 3) the Performing Arts program that has 11 juniors and 11 seniors and does not meet our minimum enrollment (24 students).  This Performing Arts position is in the 1st year grace period as outlined in our Negotiated Agreement. 

  • Elective Class - Cindy Markley (retired June 1,2021) - RIF - Position abolished.
  • Meat & Animal Science Program - Phil Johnson - RIF - Combined with No 1/8 Pay - (8 Juniors / 4 Seniors TOTAL)
  • Performing Arts - Anne Kurtzman - RIF - 1st Year Grace - Split with 1/8 Pay (11 Juniors / 11 Seniors )

We would like to lend our support to our Partner School Districts who have issues on the ballot on November 2nd .  Both the Shelby City Schools and the Lucas Local Schools have levy renewals on the ballot so we wish them success on Election Day!!

We received a very generous donation from Rick Evans and the Richland County EMA.  They donated 320 face shields; 280 boxes of disposable masks; 800 N95 masks; 40 boxes of small Nitrile gloves; 100 boxes of medium Nitrile gloves; 40 boxes of large Nitrile gloves; and 10 boxes of disposable gowns with a value of $14,641.40.  You may remember that in April of 2020, at the start of the pandemic, we gathered up all masks, gloves, and gowns and donated them to the Richland County EMA for distribution to local health care providers.

I am asking that you accept the resignation of Donnie Perry, elective instructor, effective at the end of the school year.  Mrs. Perry previously retired as the Pioneer IT Instructor but returned to teach our Microsoft Office elective.  This has been especially critical because students who pass all four areas (Word, Excel, PowerPoint, and Access) earn 12 points which, in conjunction with passing all of their courses, has allowed them to earn their high school diploma.

All other items are common for this time of year.
